Estate-wide decarbonisation reports for public sector bodies — supporting PSDS funding bids, capital planning, and mandatory carbon reduction commitments.

What it is

Decarbonisation reports set out the carbon reduction potential of a building or estate, the interventions required to achieve it, and the capital investment needed. For public sector organisations, these reports support Public Sector Decarbonisation Scheme (PSDS) funding bids and provide the evidence base for estate capital planning.

We produce reports that cover the full decarbonisation pathway for a building or portfolio — from current energy performance through to net zero alignment — with costed recommendations, carbon savings, and supporting technical calculations.

  • You are a public sector body, local authority, housing association or NHS trust preparing a PSDS or similar funding bid and need a credible technical report.
  • You have a statutory or voluntary carbon reduction target and need an evidence-based plan for your estate.

Our approach

    Estate baseline

    We review existing energy data, EPCs and audit reports to establish a current-state baseline for the estate: energy consumption, carbon emissions and current EPC ratings.

    CRREM pathway assessment

    For applicable building types we run CRREM V2 pathway analysis to identify misalignment years and the carbon reduction required by decade.

  3. 3

    Measure identification

    We identify the decarbonisation interventions applicable to each building type — insulation, heat pump conversion, solar PV, LED, controls and BMS upgrades — with reference to current best practice and PSDS eligible works.

  4. 4

    Costed options appraisal

    We cost each measure package using current market rates, apply HMT energy price escalation and calculate simple payback, 15-year NPV and annual carbon saving.

  5. 5

    Prioritised report

    We produce a building-by-building or estate-level report with a prioritised measure schedule, capital programme, and carbon reduction trajectory.

  6. 6

    Funding bid support

    Where required, we provide technical narrative and supporting calculations formatted for PSDS or other public sector funding applications.
