What is MEES?
The Minimum Energy Efficiency Standards (MEES) regulations set the legal minimum energy efficiency level for privately rented commercial properties in England and Wales.
Since 1 April 2023, landlords have been unable to grant new leases or continue existing leases on commercial properties with an Energy Performance Certificate (EPC) rating below band E. All sub-standard properties must either be improved to band E or registered with a valid exemption on the PRS Exemptions Register.
The government has now confirmed that the minimum standard will rise to EPC band B by 2031 for buildings over 1,000 square metres, with a wider threshold expected to follow. This represents a significant step-up in performance and will require strategic capital planning across most commercial portfolios.
